Between the fourth-largest city in Afghanistan, Mazar-i-Sharif, and the type of mausoleum, Mazar (mausoleum), I don't feel there is a clear WP:primary topic for this title. Perhaps the city is the PT in Afghanistan, but the mausoleum is PT elsewhere.
