Contested deletion

This page should not be speedily deleted because while there is content from the previously deleted article additional content has already been added. While that ratio is currently perhaps low the idea of draft is to develop content in the course of time. It may be a suitable article cannot be developed in which case it can be removed from mainspace. Alternatively I may wish to find alternative ways of achieving a compromise. WP:G4 allows content copy to a draft for the purposes of improvement. Given I know relatively little about the fact an under construction template plus 3 new citations should perhaps indicate this was the purpose.
