[edit]Actually "Mit offenen Karten" is a wordplay using two different meanings of Karten: maps or (playing) cards. In German "mit offenen Karten spielen" (to play with open cards) is a figure for "no hidden intention" or "not hiding anything". Combined with maps it shows the intention of the broadcast: to give an universal view of the subject. I'm not familiar with the meaning of the french name, but its looks like a similar allusion.
