This article is describing an object that doesn't have a standard name in mathematics or physics. Moreover, it does not even give a proper definition of the object -- taken literally the given definition is wrong. The article should either be fixed or deleted as it's not informative. Other names for similar objects are things like group of motions of the n-component unlink or loop group or Dahm group or Dahm motion group of unlinks, fundamental group of the space of n-component unlinks etc. Related but different concepts are such things as braid groups, wicket group and the Hilden group, etc. It might make more sense to define the concept of motion group and mention the loop braid group (and its synonyms) as a particular example that has no standard name.
