The article is mistaken in defining the position of presidente municipal and alcalde as being separate offices. They are the same thing, alcalde is just the old Spanish term that is used colloquially. An exception is Mexico City, where it is the official term for the head of the municipal government. In Mexico the municipio is the local government unit and combines the functions of a county and city in the United States. Depending on its population it or a part of it may be referred to as a city.
