Per this article Sullivan was alleged to have had an affair with Bill Clinton while he was governor of Arkansas by L. D. Brown, who served as a state trooper gaurding Clinton. This 1998 Washington Post article identifies Brown as having mentioned an affair between Sullivan and Clinton in a deposition in the Paula Jones sexual harassment suit against Clinton.
