As water seeks equilibrium, drug legalization seeks a normalization between conflicting political, social, finanacial and organized criminal interests, i.e. drug cartels; [it is] driven by the obvious need to protect individual rights, as well as the concurrent need to protect the public - and it's institutions - from the violence, crime, disease and corruption associated with drug prohibition, i.e. War on Drugs.
