Difference LC3 and LC3plus

Could someone with more knowledge on the subject clarify the difference between the two? Do they have different licenses that make one more freely adopted than other? LC3plus seems to be an enhancement, there will be any reason to use the first LC3? Or is LC3plus better in all aspects? Was there any disagreement between Bluetooth SIG and ETSI?
