why the notability flag?

I see someone has tagged this with a notability flag. This is an important journal, along with HardwareX it is one of the two journals which have pioneered the Open Hardware movement and brought it into the academic mainstream. It has a very credible editorial board full of MIT people and has made large changes to research culture by promoting open hardware as a research area. That would seem to be a highly notable record.
