Whether or not hype is an issue, Jesse Sullivan is in fact both partially a "cyborg" and bionic by definition of both. It's possible to argue even a lens implant is grounds for being that much closer to the Borg, but the useful integration of nerves is several degrees above a peg-leg or a hook. But is he a "first cyborg" - I would argue not, as every pacemaker patient also fits the definition?
Perhaps we need to distinguish types of cyborg. The level of technological prowess required to give a human volitional control over part of the somatic nervous system (or at least part of it) would seem to separate Mr Sullivan from an autonomic cyborg such as...well, me, for instance, with my dental implant.
