After reviewing the article, I have to ask about this sentence:

Despite his opposition of many reforms, he nonetheless played a major, if perhaps not necessarily intentional,[11] role in the passage of the Free Royal Cities Act in April of 1791.[12][13]

I hope this clarifies the situation. The sources, IIRC, somewhat vary on the specifics. Particularly, IIRC again, they vary on whether he really meant to support the act, or whether one of his usually pointless speeches actually had some unintentional merit and created openings for the reformers to do something constructive. --_{Piotr Konieczny aka Prokonsul Piotrus| talk to me} 00:40, 12 September 2011 (UTC)Reply
