According to FreeBMD, there are only 7-people with the surname Dechan with Birth/Marriage/Death entries in England and Wales, none of which have the forename James, but there are births and deaths of children during 1904/06 in Bradford, that could be James Dechan's children. As James Dechan played for Other Nationalities against England, he would likely not have been born in England, there are no Birth/Marriage/Death entries at all for Dechan in Wales, and this would infer he was either Irish or Scottish.
