Removing the maintenance tag

I'm in the process of editing this page to include the missing references and to make it more objective. When I've finished am I allowed to remove the notes saying that it needs more citations and reads like an ad, or is that done by the person who entered them in the first place? Unfortunately, it still reads like an advertisement (especially the lead). You should focus on why the subject is notable(What has it accomplished?) instead of what it offers. Take a look at this regarding websites (I know this is an organization, but the same things apply)-
Wikipedia articles should not exist only to describe the nature, appearance or services a website offers, but should describe the site in an encyclopedic manner, offering detail on a website's achievements, impact or historical significance...
