"Although the air-cooling might be considered an anachronism even during the 1930s"

That sentence is simply not valid, air cooled engine has many advantages from engineering point of view, every successful radial engine during ww2 was air cooled, every modern jet engine is air-cooled. The issue is that inline engines are very difficult to cool by air, so they had to use water cooling.
