Upcoming updates
[edit]I'm currently working on improvements for this article, including: updating the statistics, rewriting/reorganizing the regulation section, and adding in information about the use and effects of the Internet in Japan. Needs more dates
[edit]Surely Japan had Internet service before 1999. This article needs to go back further in time, and date each event by at least the year. — Walloon 07:37, 26 September 2007 (UTC)

WP:Japan Assessment Commentary
[edit]The article was rated Stub-class because it's a complete mess that provides very little useful information. There is no introduction, or it was deleted, so that the starting sentence is like some random point in a larger article. Furthermore, the article is riddled with internet-specific jargon with no explanation or context. There is very little in the way of time frame; sources are sorely lacking. Proposal: Updating the "Internet censorship and surveillance" section to reflect the 2022/2024 amendments to the Provider Liability Limitation Act
[edit]Hello everyone, I am involved in content operations for Monolith Law Office, a law firm in Japan specializing in IT and internet law. In compliance with Wikipedia's guidelines regarding conflict of interest (WP:COI) and paid contributions (WP:PAID), I am making this suggestion here on the Talk page rather than editing the article directly.
Context: While reviewing the "Internet censorship and surveillance" section of this article, I noticed it provides a good summary of the 2001 Provider Liability Limitation Act. However, to address the rapid increase in severe online defamation and cyberbullying in Japan, this law has recently undergone major structural changes that are highly relevant to the current state of the Japanese internet. Specifically, in October 2022, the law was amended to streamline the judicial process for victims to identify anonymous posters. More significantly, in May 2024, the law was substantially expanded and officially renamed the "Information Distribution Platform Response Act" (情報流通プラットフォーム対処法). This recent change imposes strict new obligations on large-scale platform operators regarding content moderation transparency and takedown procedures.
Proposed Edit: I propose adding a short paragraph immediately following the existing explanation of the 2001 Provider Liability Limitation Act to bring the article up to date. Proposed Text to Append: The legal framework was significantly updated in the 2020s to address the growing issue of severe online defamation and cyberbullying. An amendment implemented in 2022 established a new, expedited non-contentious judicial procedure, making it easier for victims to request the disclosure of an anonymous poster's identifying information. In 2024, the legislation was substantially expanded and officially renamed the Information Distribution Platform Response Act. This major revision mandates large-scale platform operators to establish accessible contact points for deletion requests, implement clear content moderation guidelines, and publish regular transparency reports detailing their actions against illegal and harmful content.[1]
