Merge/redirect?

The titles for the "tier 1" and "tier 2" competitions are redirects (or don't have their "own" title at all). Based on the level of coverage in independent sources, does this "tier 3" competition warrant its own title? If so, how is that independent notability demonstrated through WP:SIGCOV?
