After doing some research, the most common name used is Herman Strecker:

all his publications show Herman Strecker as author
almost all bibliographies use Herman Strecker in reference to his work
most of the references in Authority Control use Herman Strecker
he signed his correspondence Herman Strecker
his home town obituary (Reading, PA) uses Herman Strecker
his tombstone says Herman Strecker

There is one obituary that used Ferdinand Heinrich Herman Strecker (note only one "n" in Herman). This seems to be the obituary relied upon by Mallis in his biography of Strecker.
