Here's the real quote: " I think that, tactically, in some places it was given, and in other places, it was not given, and that is a problem."

This is (A) not definitive and (B) not him admitting to order it.

(A): He is saying "I think", which means speculation. It should say, then, then he speculated it was used.

(B): He is not admitting to ordering it ("in some places it was given") but the Wiki makes it sound like he does.

Description of suggested change: Remove the word "Claimed" from subsection heading "Claimed use of the Hannibal Directive on 7 October 2023".

I think it's reasonable to stop calling it claims after multiple reports and interviews (from the UN, Haaretz, and ABC), and the defense minister basically admitting the use.
