This object is, in normal context, just referred to as a fan. I would only call it a hand fan if there was some particular reason to distinguish from an electric fan; just as here in the U.S., I would not say American Civil War or American football unless I needed to make a distinction. (I assume but do not know that this meaning "fan" is the original one, since sports fan is a shortening of a longer word and probably less than a few hundred years old, and electric fans obviously are less than 200 years old, whereas hand fans go back much further in time -- and the word probably does too.
