Agree, with a multiple tiered system it needs to be clear what level of governance it is to ensure readers are not confused as to which article to look at for certain information. This article name will ensure this as a sui generis system in the U.K (see below).
Oppose - I think the existing title is clear and less ambiguous. It's an article about how England is governed.
"National" is an ambiguous word in this context (does it refer to the nation of England or the nation of the UK?).
In most parts of the world, this confusion wouldn't occur because "national" and "country" are words exclusively used to refer to the sovereign state. "National" is an ambiguous term when referring to the UK, Great Britain, England, Scotland, and Wales. All are all commonly known as nations and countries. The current title is fine. "Governance of England" doesn't mean governance of sub-divisions of England. The article opening paragraph can make this explicit to avoid any confusion (e.g. this article covers the governance of England as a single entity – see also/not to be confused with Devolution in England). @Simon373737: How about England-wide Governance in line with template at the top of the English Devolution article?. This clarifies its extent over England as a whole while avoiding any confusion.
