Firstly, the statement that it can be used by any free software project does not imply that it can only be used by free software projects.
Secondly, only parts of Gnulib are licensed under LGPL.
For example, Fedora lists the following license expression for version 55.20251223git.fc43: Public Domain and BSD and GPLv2+ and GPLv3 and GPLv3+ and LGPLv2 and LGPLv2+ and LGPLv3+
