[only] the most active?

of all but [not] the most active? (This is what I assume)

of all and even the most active?

with exception of the most active? (This is what I assume)

Please highlight this point more precise and with a source, it's an important detail and problem.

Because many of this places around the world are also tourist attractions.

How is now the situation, after the installation of the plant? Same as before?
