The power figure is not for any given time period, you may be thinking of MWh, which is a measure of power per unit of time. As Chengscott mentioned, the Top500 entry lists a 22.7MW power draw, I will update the article to reflect this figure as opposed to the 21MW usage currently displayed, and add a citation.
