Added info on Flemish community

I've added some information on the Flemish Community as this is the primary political institution for the Flemings. Close to 97% of the Flemings vote for political parties that represent the entire Flemish Community, whereas parties that are unitraristic (favoring Belgium over Flanders) only get around 1 - 2% of votes in Flanders. Parties that focus on the Flemish region are inexistent.
