Would more accurately read:

'The route is now mostly owned by Railway Paths, it is operated by Sustrans a charity which specialises in building off-road cycle routes.'

The ownership can be confirmed by reference to Railway Paths published online map. Land parcels NW016 and NW025 which are held with HM Land Registry titles GM898585, GM882380, GM898586, GM899185, etc.
