Why is this article filed as a European Union stub? The EU currently have 25 members, and even though all of these are signatories to the charter, it was made by the Council of Europe, which has 46 signatories, that is 21 non-EU countries. --129.177.30.18 17:34, 15 September 2006 (UTC)Reply

Differences between the 1961 and the 1996 treaties?
