Eskiarab is town since 1 january 2009
[edit]I've read your file above you given. I concluded that Eskiarab was given town status from Cabinet of Ministers of Uzbekistan in 2009. So it is not urban type settlement. - The 2009 decree quoted above (also available here at LexUZ) says "городских поселков", which translates as "urban settlements". I think that means the same as the Soviet-era term "urban-type settlement". The Uzbek version (available at LexUZ) uses "shahar posyolkalari", which can also be translated as "urban settlements". In the 2020 Classification system of territorial units from the Uzbek statistics committee, these places are still called "Городские поселки" in Russian, but "shaharchalar" in Uzbek. Note that the article uz:Shaharcha links to Urban-type settlement. It's probably not wrong to call these places "town" in English, but "urban-type settlement" seems more accurate.
