I think the editor was referring to this use of the term "enrollment": I think this use of the term is relevant at the state and national level. However, in addition to the error of the "USA State Legislature" that you observed, I think the reference to passing "both houses" is also incorrect, as several states have unicameral legislatures. cmadler (talk) 02:09, 16 July 2010 (UTC)
