Political Career: First police commission organized during his term?

I looked into this fact for a school assignment and the only source I found that backs it up is the gravestone image in the external links. Kerstein (1966)--much cited here--doesn't mention it and neither do Ingbretson (Biographical dictionary of the American left entry on Emil Seidel, 1986) or Ross (Socialist party of America: A complete history, 2015), though Ingbretson does mention the public works department being created during the administration. Kerstein notes that Seidel “appointed a reporter to the recently created fire and police commission.” (p. 70) but he generally describes Seidel's relationship with the police as adversarial and says that he had a “rough and tumble” battle with the police chief.
