Porter's service record is sourced from his obituary in the Independent, so I cannot complain about the sourcing.
But on its own terms, it makes little sense.
He was born in 1912. The obit says that he joined the Oregon Nat. Guard at age 14, and was commissioned a lieutenant at age 18. These ages correspond to the dates of 1926 and 1930.
But there was very little military activity in the US during those interwar years. Joining at 14, officer at 18 -- that's a very plausible story for a kid born in 1925, who would have signed up in 1941 when the services were less choosy about their draftees. But in 1926? There was no hurry about signing up people, and no reason not to inquire into the actual age of a kid trying to enlist.
