The Big four are international in so far as having a global presence, but like all organizations they have an ultimate parent that is headquartered in a city. In the same way McDonald's, Shell, Toyota etc all have operations in many other countries, but they have a city where their headquarters are. The parent company of Deloitte that all local member firms report into is Deloitte Touche Tohmatsu Limited, a company registered in London per the fine print on Deloitte's website Thus it is correct to list London as the headquarters. In both practice and law, the UK global firm is not a parent company though. In law, each entity is independent and owned by the local partners, and in practice the network is dominated by the US office, not Global. So listing it as british is in fact somewhat misleading.
