Can you say which of these lead you to decline? "I am not sure this merits it's own article." Does not clearly map to a policy based reason for declining

Reviewers have leeway to decline based on intuition. My intuition that the draft, in it's current form, would be better as an expanded section of the existing article. If you think I've made an egregious error in judgement, you're free to take this to the AfC Help Desk and ask for a second opinion.
