Colombia's "cédula de ciudadanía" (citizen ID) doesn't count as a consular identification card, as this is just the national ID card that is issued to any Colombian citizen, regardless of whether they live in Colombia or in a foreign country. — Preceding unsigned comment added by 148.87.19.194 (talk) 22:45, 11 February 2014 (UTC)Reply
