Cold-pack cheese is the correct punctuation

"Cold pack" is a compound modifier, and as exemplified in even the quoted federal regulations, requires a hyphen. There's no such thing as "pack cheese" that's somehow a distinguishable product if it's cold, right? Hyphens are important even if people are too [insert disapproving adjective here] to use them.
