Overhaul

I'm overhauling this page. It hasn't been edited in a year and a half, there are libraries listed that have been demolished, have the wrong name, or have the wrong hours. We don't need hours in the first place, as this isn't the yellow pages. I'm adding a nice graph with the names. I'll port over the history (in my own words, please help improve this part with me!) from the cobbcat.org page, and I'll fix the intro as it's pretty garbage.
