Merger proposal with ARP page

Both this page and Air Raid Precautions in the United Kingdom discuss various aspects and organisations of civil defence in interwar Britain, so I propose merging the ARP article into this one. Neither article is especially long and there seems to be a lot of overlap, so I think a single article would be easier to understand. Most of the ARP article's content refers to wartime activities, which fall under the CDS remit anyway, and discussion of prewar ARP origins could easily be absorbed more fully into a history section in this article. Alternative to merger

Revisiting this, I think the Air Raid Precautions in the United Kingdom page can work as an overview of all the various precautions/organisations that existed, whereas this article deals only with the ARP/CD during WW2.
