[edit]I'd say that the Chocolate Fish cafe in Karaka bay is certainly well known in Wellington, but I wouldn't exactly call it 'famous'.
Availability outside New Zealand

Original research
[edit]The "Papers Past" site is a great resource for things like this. Lots of refs 1903-1917, all imports and linked to Easter (perhaps from the French "Poisson D'Avril" - which seems to have started as an April Fools day thing and then morphed to being linked to Easter). From 1921 onward, plenty of references, but the link to Easter is gone. The use as joke reward seem to go back to at least 1933. Snori (talk) 01:39, 11 November 2015 (UTC)

Easter originally?
[edit]I found a reference to chocolate fish originating in France at Easter time, and spreading from there to UK.
