As for the ITTO meeting of 1987, I have not found evidence that Charles Secrett himself was there, but the most evidence I can find, is that a representative of the Friends of the Earth International (U.K) was present at the meeting: https://www.itto.int/direct/topics/topics_pdf_download/topics_id=3134&no=0
Also, I found multiple pieces of information on McSpotlight, however I am unsure how reliable this is as a source, and so I have not added it. It is however, where it is stated that he was the official observer for the ITTO meeting in 1987:
