Either the British ceded the island to the U.S. or it didn't. Evidently (there are no references which address the point, other than to the treaty itself), what is meant is that the British did cede the island and the forts. The Wikipedia article on the Treaty appears to agree: "The British agreed to vacate the western forts by June 1796 (which was done): I'm unsure what is meant by the statement that they "never did" "cede" the forts. That would be an incorrect use of the word "cede", for one thing. Perhaps they should have surrendered the forts. But in any event, unless the British (or Canadians) still had garrisons in the forts, they must have abandoned them at some point, at least by the time they were captured in the War of 1812, so "never did" would be incorrect for two reasons.
