"Benefits include...additional parking spaces"? Are you serious? How could that possibly be true? It seems obvious to me that anything that "replaces roadway that would otherwise be part of a parking lane" is removing parking spaces. I feel like I'm taking crazy pills here. - The user is likely referring to the fact that a recessed bus bay needs run-in and run-out tapers (the bus cannot "jump" sideways into the bay"). A build-out removes the need for these tapers where no parking would be allowed either. Therefore comparing TWO BUS STOPS, the one with the build-out has more parking.
