Similarities?

Hey, according to Earwig's Copyvio Detector, this article is over 90% similar to "Bribery Assignment" at Scribd, which is under an attribution-noncommercial copyright according to the description. I wonder if the article needs a rewrite or something. I do not know when "Bribery Assignment" has been written, so I wonder if the document is taking from this Wikipedia article or not. The Scribd document is titled "OUMM 3203: Professional Ethics Bribery Assignment". Googling "OUMM 3203: Professional Ethics" shows that this is a course offered by the Open University Malaysia. In other words, the Scribd document is someone's homework. Spot checks reveal that we've had some of the overlapping content since 2009, which strongly suggests that the student copied from Wikipedia rather than the other way around. Then it is possible that the student has infringed on Wikipedia's copyright by putting the text under noncommercial conditions and not attributing the wiki. I wonder when one will need to state that content from this Wikipedia article is duplicated by someone else's article, like with this template.
