Bill Tanner was also played by the same guy as in The World is Not Enough in the following filsm also:

The speculation on the Alex Rider character is probably best left out. Because the alternative explanation would be that Michael Kitchen played Bill Tanner in some Bond films, and Kitchen and "Rider" author Horowitz both worked on the TV series "Foyles War", so it's an in-joke.
