"Lower" vs. "Middle"

It appears that what the World Heritage Committee refers to as the "Lower Awash" is the area described under Middle Awash. The relevant info on the UNSECO website is vague & incomplete, but IMHO "Lower Awash" refers specifically to the Aussa Oasis and the nearby series of lakes while to include the Hadar archeological site is much further upstream.
