I find no evidence Hogan's Arkitekt released an album by this name.

The list at https://noelhogan.bandcamp.com/music appears otherwise complete but omits this album.

The latest non-Flash part of Hogan's Arkitekt site (https://web.archive.org/web/20080828155213/http://www.arkitektmusic.co.uk/index_noflash.html) stops at 2008 and refers to "the album" but that album does not seem to have had a title nor ever been released. It mentions the previous Mono Band album, but not this album.

Noel Hogan is no listed in the credits.

The release date is reported as 2004, but Hogan's Arkitekt released The Black Hair in 2007, before any they released any album.

The label is Esperanza Plantation -- an "American indie rock label" in Jackson, MS: not a likely label for Hogan, who released other Arkitekt material under his own label, Gohan: (for some reason Wikipedia rejects a link to archive.org for 'gohanrecords.com' but if you look it up yourself you will see the last capture in 2023 ends with the final reference to Arkitekt being from way back in 2009 with "debut album" still being in the future).

Discogs lists 6 different artists named "Arkitekt", Hogan's first and with whoever released "What Makes Your World Go Round" listed third:
