Hyphenate or use an en-dash?

Should the term used in the title be hyphenated, use an en-dash, or neither? Sources use a mix of both, and there does not seem to be related pages on Wikipedia, so there is no precedent in this context. I would lean toward the en-dash, since "anxious" and "preoccupied" are individual concepts and the combined term means the addition of both together, rather than something that is different from either.
