removal of technical information

I have removed the 'technical information' section. There is already a page for GOAL, which is the appropriate place for technical information about that language. The section needs some re-editing to make it sound less breathless and magazine-y, and perhaps the information needs to be integrated into the existing GOAL page better, so I've left it on the GOAL talk page rather than adding it myself.

I have added a short paragraph in 'career' to mention GOAL and GOOL. Someone who is more familiar with the importance of this work might like to edit this to more reflect why this work was important or interesting.

I have also removed the phrase referring to LISP as a 'a meta language among computer programming languages'. Such a thing would be a language for talking about or analysing languages, which is not an accurate description of LISP. It is true that LISP, or at least some of its dialects, encourage a 'domain specific language' approach to program design, but I don't think this makes it warrant the descriptor. Especially considering they're not the only languages that do this. (I also think the phrase sounds mostly like hype).

I disagree with this because this phrase "a meta language among computer programming languages" could refer to metaprogramming. LISP is not the only language that has code act on code, but it is unique in that its code can be handled as data and vice-versa. When you really get your head around what that means by picturing it, you can see what the phrase is trying to say.
