Merge proposal

Major villain in the second half of season one of 24 only. The character is never going to return and notability is not asserted in any way beyond season one. Just becaue it is a plot summary, doesn't mean it isn't important. It needs to be cleaned up is all. Also just because the character is only in one season doesn't mean they aren't important, look at Nadia Yassir, Chase Edmunds, Teri Bauer, Tom Lennox, among other characters.
