Free Game Empire offers a game with this name, for play in browser or free download. Design credits at the end of the Manual say design was by F. G. Tresham and Hartland Trefoil Ltd, game development by Mick Uhl.

The download seems to work OK, full screen, under Windows 10. There are eight nations, at least three of which have to be managed by a human (or two or more humans), with the remainder played by AI. There seems to be some confusion about exactly which of Wikipedia's relevant articles covers it. In case it should be included with this article, would someone be able to check? First thing to ask yourself: is this a legitimate authorized game? If this is merely someone's homegrown implementation, it would be inappropriate to include. Note the supplied manual is merely the board game's manual. A strong indicator will be: can you find any reputable games magazines reviewing this game?
