inclusion is broken

inclusion of the years is breaking the headers. Namely the headers are showing up as ==== By place ==== instead of real headers. 490s functions fine. I attempted to fix it but don't know the problem. Tideflat (talk) 05:13, 22 May 2023 (UTC)Reply
