I dunno if this was bad education leading to bad grammar, but was perhaps the initiator referring to a spy exchange, or to a prisoner exchange? "20xx China–Philippines prisoner exchange" would have been a good title if there already was a prisoner exchange. Obviously, China picked up these Filipinos for the sole purpose of exchange it with the already imprisoned Chinese. Howard the Duck (talk) 12:25, 2 May 2025 (UTC)Reply
I suppose the WP:PRECISE term is "prisoner exchange" or "espionage case" if there isn't any exchanges yet, not "espionage case exchange"... that sounds like exchange espionage cases in between justice systems?
